Program Description:
The U.S. Embassy Seoul Public Diplomacy Section (PD) of the U.S. Department of State invites proposals from qualified organizations to administer the next English Access Scholarship (Access) Program in the Republic of Korea. The Access Program is a two-year program that exposes participants to U.S. culture, global citizenship, and democratic values through English language learning. This program aims to create a close cohort of English speakers who can continue to engage with the Embassy and will be applied to participate in the full suite of PD programs in the future. PD will be substantially involved in both teacher and student selection.
The Access Program requires 360 hours of instruction over a two-year period starting from Fall 2025. Instructional hours may include classroom instruction as well as off-site activities that are cohesive and clearly linked to the curriculum. Selected providers will be expected to provide groups of students with a program curriculum, integrating the four pillars of the Access Program: global citizenship themes, U.S. culture and values, 21st-centry skills, and English language instruction. Access classrooms can serve as a strong educational model for a community. Regular efforts should be made to perform outreach within the community, including to other youth, university students, and alumni of U.S. Embassy programs, including Access alumni, where appropriate.
PD further encourages proposals to include substantive involvement from the Embassy in order to encourage participants to explore opportunities to apply for Embassy Seoul’s suite of English-language youth leadership and exchange programs after they complete the Access program. This should involve close coordination with the Embassy to have subject matter experts provide briefings and information about upcoming opportunities and programs. Proposals should also include detailed plans for audience retention and recruitment, additional activities (such as experiential speaking sessions, speech contests, presentations at American Spaces, field trips, meetings with U.S. government officials and other guest speakers, and briefings on U.S. study opportunities), and alumni engagement to be completed in tandem with the Embassy. The program should also include a final group project / community service project related to U.S. culture, global citizenship, or democratic values to take place at the Embassy’s American Diplomacy House.

The Access Program in the Republic of Korea is designed for 30 North Korean defectors aged 21-29. Participants must:
Be in their 20s in the beginning of the program
Be highly motivated and able to commit to a two-year, 360-hour program
Be enrolled in a university in the Republic of Korea and be able to regularly attend courses in the Seoul Metropolitan area
Demonstrate academic and personal potential
Eligibility Information:
The Public Diplomacy Section encourages proposals from not-for-profit organizations or non-governmental organizations (NGO) with experience in administering educational programs and/or teaching English, preferably to the target audience group. Preference will be given to ROK-based not-for-profit organizations with previous experience and a capacity of managing programs for North Korean defectors and providing experiential, hands-on English instruction to diverse audiences.
Submission information:
Proposals should be submitted to U.S. Embassy Seoul Public Diplomacy Section’s American English team to AmericanEnglishSeoul@state.gov. The deadline for submission is Monday, November 11, 2024, 11:59 p.m. GMT+9. The Embassy does not provide feedback on unselected proposals but will provide notification of proposal selection status by early December 2024.
Format of the proposal:
1) Proposal: A narrative document, no longer than 10 pages, that describes the program in detail. This document should include a description of:
program goals and objectives (The “goals” describe what the program is intended to achieve. The “objectives” refer to the intermediate accomplishments on the way to the goals. Objectives should be achievable and measurable.)
program schedule and timeline, including the dates, times, locations of planned activities and events, and the number of hours of instruction students will receive per week and year
program activities integrating 4 pillars and community outreach plan
student and teacher recruitment and selection plan
a student retention plan
a monitoring and evaluation plan
an alumni engagement plan
introduction to the organization, including previous experience with similar projects and previous grants from the U.S. Embassy and/or U.S. government agencies
key personnel (Names, titles, roles and experience/qualifications of key personnel involved in the program. What proportion of their time will be used in support of this program?
2) Budget
The budget spreadsheet should include all program costs and administration costs. Categories include a breakdown of costs for the two-year program (e.g., salaries and wages, benefits, instruction, books/materials, travel/transportation, food/beverages, and indirect costs).
